			<description>My neighbor and I share a fence.  It appears to be a retainer fence about 6 feet tall.  I believe her property is 1 foor higher than mine.  The previous owner of her property installed a water feature with rocks that flows into their pool.  It appears the rocks are leaning onto the wall.  The wall appears to be moving.

Would it be prudent to first survey to confirm who is responsible for the wall?  Is there a way to ascertain if the movement of the wall is caused by the rock waterfall or perhaps  ...</description>

Would it be better to just use a reinforced concrete jacket around the pipe or use a higher class of concrete pipe? How much more strength does a jacket provide?
